But states aren't operating in isolation. On May 7, 2025, the Federation of State Gaming Regulators of Nigeria (FSGRN) adopted a landmark Subnational Reciprocity Licensing Framework.[40]
Here's what this means. The framework introduces a Universal Reciprocity Certificate (URC) that allows operators to obtain a single licence valid across all FSGRN member states. The URC covers four categories: online sports betting, online lottery, online casino, and promotional competitions.[40]

The FCT announced commencement of its own gaming regulation in May 2025, ending 20 years of exclusive NLRC oversight.[40]
The Aluko & Oyebode tracker is the most comprehensive state-level analysis available. It confirms that the Lagos State Lotteries and Gaming Authority (LSLGA) Law 2021 regulates both internet and land-based gaming, setting the benchmark that other states are now adopting.[40]
